Supervisory Committee:
The responsibility of the supervisory committee is to ensure that proper.
Controls are effectively maintained to adequately protect the Credit Union,
its members, management, and employees. Independent CPA’s and companies are
employed to audit areas of risk in the operations of the Credit Union. These
audits allow Credit Union activities to be monitored to ensure assets are
properly safeguarded.
GF Valdez, P.C., was retained to perform an annual audit and examination
of critical Credit Union policies and procedures. The accuracy and
reliability of the financial statements are also reviewed. Last audit performed
On February 1, 2026, an audit was performed for the period of December 31, 2025.
The reviews performed concluded that NCE Credit Union is safe, sound, financially strong, and maintains its credentials as a sound credit union management. If you have any questions or would like to see the results of the audit, please come by the Credit Union during business hours.

NCE Credit Union’s 60th Annual Meeting was called to order by Board Chairman Juan Escobar at 6: 15 p.m. Chairman Juan Escobar ascertained a quorum of more than 15 members. A motion to accept the Annual Meeting to order was made by Yolanda Rodriguez, 1st and 2nd by Lorraine Villanueva. The vote was called, all in favor. The motion was called.
Opening prayer was given by the Board of Directors, Kerry Ginn.
The Pledge of Allegiance was recited by Board of Directors Kerry Ginn.
Board Chairman Juan Escobar welcomed and thanked the NCE members in attendance. He expressed that NCE Credit Union’s success depends on the participation of our member-owners, and we appreciate each of you for your involvement here this evening. He emphasized to the membership, “Your participation reflects the cooperative principle that sets us apart, one member, one vote, and a shared commitment to people over profits.”
Chairman’s Report:
Chairman Juan Escobar expressed that he has been honored to serve the member-owners of NCE Credit Union and explained the following:
As you review our Annual Report, NCE Credit Union performed reasonably well during the 2024-2025 fiscal year.
A couple of highlights include:
Asset Strength: This is one of the strongest indicators of member confidence. Our assets now total $5,785,576, reflecting a 3.15% increase over last year.
Capital Position: We remain a well-capitalized institution, with a net worth ratio of 21%. For perspective, regulators consider a credit union well capitalized at 7% or higher, so this positions us strongly for long-term sustainability. Our goal is to continue to keep our small credit union well-positioned for continued growth and success.
Auto Lending: As vehicle prices remained elevated, many members opted for pre-owned vehicles. This year, we originated $447,000 in used-auto loans, and we are pleased to see members generally managing these obligations responsibly.
Transparency and Economic Realities: In the spirit of transparency, we also recognize the economic pressures that affected both our members and our institution. These included challenges such as job transitions, layoffs, and higher debt burdens. While these conditions affect our credit union, we support our members and protect the long-term health of the credit union.
I would like to commend my fellow board members for their commitment to strong governance and responsible supervision. I have great confidence in the leadership of our CEO, Yome Delgado, the dedication of our board, staff, and the loyalty of our member-owners. He thanked the members again for attending the 60th Annual Meeting. We look forward to a successful 2026 and the years to come. We appreciate you, OUR MEMBERS.

Good evening! My name is Yome Delgado, and I am honored to serve as CEO of NCE Credit Union. I would like to welcome you to our 60th Annual Meeting.
One of the most important things that makes credit unions different from other financial institutions is YOU. Our members are also our owners, and we are accountable to you; your voice matters. Staying informed, voting, and engaging with your credit union help shape the future. Thank you for your presence here tonight.
While the pandemic may feel firmly behind us, its ripple effects continue to shape how people manage money, how institutions operate, and what our members expect from their financial institution. Over the past several years, credit unions have been challenged to adapt quickly, innovate responsibly, and remain steady during periods of disruption.
Today, the environment looks different, but it is no less complex. We continue to navigate higher interest rates, inflationary pressures, global conflicts, consumer expectations, and technological changes. Through it all, our focus remains unchanged: providing reliable, affordable, and member-focused financial services, while planning responsibly for the future.
Over the past year, we have worked to:
- Attract new members
- Streamline processes
- Expand financial education
- Support advocacy efforts that protect credit unions and their members
- Market monthly loan promotions
- Maintain strong cybersecurity protection
NCE Credit Union is doing its part to help you get through these challenges by offering competitive monthly loan promotions, matching loan rates, adapting to the shifts in the industry, and the global economy. Our goal is simple: to offer products that help members build stability, flexibility, and confidence.
As a financial cooperative, we acknowledge actively engage in the wide network of service groups and organizations that support credit unions. For example, Cornerstone League, our regional credit union association, allows us to benefit from advocacy, education, tools, and resources that support everything that we do.
Credit unions play a vital role in the Texas financial ecosystem. As not-for-profit cooperatives, we return value directly to members through better rates. Across the state, this translates into tens of millions of dollars in annual member benefits, reinforcing the value of the credit union difference.
The year ahead will bring both challenges and opportunities: economic uncertainty, technological change, and evolving member expectations. But I am confident in the strength of NCE Credit Union, our dedicated team, our volunteer leadership, and most importantly, our members.
We wish you and your families a healthy and successful 2026.

Annual Audit Report:
Yome Delgado, CEO, was pleased to announce that NCE Credit Union is a well-capitalized financial institution with a strong net worth ratio of 21%. She continued to give an overview of the financial report. A copy of the financial report was given to each member as they arrived. She explained to the membership that a net worth position above 7% is considered a well-capitalized financial institution by our regulators.

A Supervisory Committee Audit was performed by GF Valdez, P.C., as of December 31, 2025, to verify the accuracy of NCE Credit Union’s records in accordance with requirements set forth in the Credit Union bylaws and Regulations.
Board of Directors/Secretary, Brenda Kay Nunez, read the minutes from the (Tuesday) March 11, 2025, annual meeting. The annual meeting minutes were available for review. BOD/Secretary asked if there was any new business; no questions were asked, and no comments were made.
Motion to accept the 2025 annual meeting minutes was made by member Esmeralda Fiero, 1st and 2nd by member Jo Ann Beltran. The vote was called, all in favor, motion carried.
Yome Delgado, CEO, recognized the outgoing Board of Directors: Chairman Juan Escobar, Secretary Brenda Nunez, and Thelma Rodriguez. A gift card in the amount of $25.00 was given to each outgoing Board of Directors.
Yome Delgado, CEO, recognized the nominating committee, which consisted of NCE Credit Union members: Patricia Gobble, Laverne Goode, and Yvonne Flores.
Yome Delgado, CEO, announced the nomination for the 3 vacancies available on the Board of Directors. She informed the NCE members that serving on the Board of Directors is on a volunteer basis and the Board of Directors meets every 3rd Tuesday of the month at noon, although they also may meet after work or on Saturdays. The following people were nominated by the nominating committee:

Yome Delgado- CEO opened floor nominations. With no nominations, a motion to seize the floor nominations was made by member Regina Cueva, 1st and 2nd by member Jesse Fuentes. A vote was called, all in favor, motion carried.
Chairman Juan Escobar announced the 3 new Board of Directors for 2026-2028 are: Juan Escobar, Brenda Nunez, and Thelma Rodriguez.
Chairman Juan Escobar asked the members if there were any questions. With no questions or comments, Chairman Juan Escobar began handing out door prizes to members whose names were drawn through a ticket system.
